Partnering With Liberty Utilities

Penzel Construction congratulates David Swain on being named President of the Liberty Utilities New Hampshire Operations. David steps down as President of the MidStates Division, where he served Illinois, Missouri and Iowa, and was responsible for overseeing the day-to-day operations of the natural gas distribution system for approximately 85,000 customers. He has been in the utility business for more than 35 years. 

Penzel Construction had the pleasure of working with David over the past two years as we constructed Liberty Utilities’ new company headquarters, call center and warehouse in Jackson. The design-build project, a 25,000-square-foot headquarters and call center and a 7,000-square-foot warehouse, is a state-of-the-art facility. It contains one of the most advanced mechanical systems in the area. The four-pipe zoned system includes redundant pumps, so the system can never go down, and is designed for extreme comfort. Click here to see more photos of this project. The multi-facility project was completed in just nine months. Penzel Construction is currently building a new facility for Liberty Utilities in Vandalia, Illinois, also using design/build project delivery. We are excited to be working with Mike Beatty in his new role as President of Liberty Utilities MidStates. Prior to this assignment, Mike served as Director of Engineering and Compliance for MidStates. Mike offers 27 years of utility experience.

Best wishes to David Swain and his wife, Andrea, on their move to New Hampshire. We hear the winters can be pretty tough, but the maple syrup is really sweet!

Phil Penzel

Phil earned his B.S. in Civil Engineering from the University of Missouri-Rolla in 1986 and became a Professional Engineer in 1992. Over the past 32 years at Penzel, Phil has gained exceptional experience in all phases of construction, becoming President and CEO in 1996. Since then, he has graduated from The Associated General Contractors of America’s Advanced Management Program and Executive Leadership Forum. He has also received certification from the National Association of Church Design Builders and has been certified a Designated Design-Build Professional™ by the DBIA. Phil served on the Board of Alderman for The City of Jackson, Missouri, from 2001 until 2011.
