In the process of putting together a list of design-build projects we have completed over the years, I was surprised to see just how far back we have been using the design-build project delivery system.

Design-build differs from the traditional method of design-bid-build in that the design and construction are held under one contract.

The general contractor is involved from the start of the project—rather than after the design is already completed—and is able to work as a team with the designer to contribute ideas of means and methods, and to build the most structure for the budget. This streamlined process results in fewer revisions, better communication with the owner and quicker project completion.

Design-build is being used more and more, particularly in the private sector. It speaks volumes that The City of Cape Girardeau, a municipality, has requested the design-build process. The City obviously realizes that “you get what you pay for” and when you choose the lowest bidder, that’s what you get.

Going through the Penzel archives is no easy task. Our company has been in business since 1910 and we have constructed hundreds of complex projects over the years. During my research, I discovered that Penzel Construction, has been using the design-build process since as early as early 1950s.

I thought I would share with you some of the earlier projects I discovered:

Lee/Rowan Co. | Jackson, Missouri | Penzel Construction Company

Lee/Rowan Co., Jackson, MO

This facility was designed and engineered in 1962 by my father, Carl G. Penzel, Civil Engineer. Located in Jackson’s first industrial park, Penzel has constructed 13 separate additions to the structure over the years—all using the design-build process. In 1993, Lee/Rowan Co. was acquired by Newell Co., and 1999 Newell Co. merged with Rubbermaid.

KFVS-TV Tower, Cape Girardeau, MO

The KFVS-TV Tower, located at 310 Broadway in Cape Girardeau, was design and built by Carl L. Penzel, my grandfather, in 1968. This new state-of-the-art studio building stands 13 stories above downtown Cape Girardeau, and remains today as one of the most significant features of historic downtown area.

Lenco Inc., Jackson, MO

Lenco manufactures a complete line of manual welding accessories and automotive spot welders. The manufacturing facility, located at in the center of in Jackson, Missouri is a fully integrated facility with foundry, plastic molding and machining capabilities. Pictured here are the plans for an addition to Lenco’s facility, designed and engineered by Carl G. Penzel.

I am proud of our family’s 100+ year contribution to Southeast Missouri’s built environment. It’s a testament to our company’s long-term success and to the success of the design-build process. Thanks to all of employees and building partners who make it happen every day, and to the many owners who have placed their trust in us to provide the best facility for the budget.

Phil Penzel

Phil earned his B.S. in Civil Engineering from the University of Missouri-Rolla in 1986 and became a Professional Engineer in 1992. Over the past 32 years at Penzel, Phil has gained exceptional experience in all phases of construction, becoming President and CEO in 1996. Since then, he has graduated from The Associated General Contractors of America’s Advanced Management Program and Executive Leadership Forum. He has also received certification from the National Association of Church Design Builders and has been certified a Designated Design-Build Professional™ by the DBIA. Phil served on the Board of Alderman for The City of Jackson, Missouri, from 2001 until 2011.
